When Commissioner Dick Shellenberger was running for office in the fall of 2003, he spoke to a group at Willow Valley on October 14, and said the following:
“I'm for an open form of government. If you read my tag, it says 'government of the people by the people and for the people'. And I am an open door policy person and I want to see that carried out in county government.”
It's too bad that Candidate Shellenberger didn't have a say in a December 6, 2004 meeting with fellow commissioner Pete Shaub. In a secret document obtained from someone associated with Lancaster County ACTION, 5thEstate.com has obtained the memo that came out of an illegal, Sunshine Act violating meeting between the two commissioners.
The two commissioners met in secret and determined the leadership plan without Commissioner Molly Henderson!
The “Memorandum of Understanding” says “We agree and will vote to support the annual alternating of county commissioner chairman vice chairman in the following rotation:

What is amazing about this memo (besides documenting that the commissioners were violating the Sunshine Act) is that they copied the County Solicitor, John Espenshade, the GOP Financial Advisor, Matt Kirk, the GOP chairman, Dave Dumyer (sic) and Lancaster County ACTION President, Bob Kettering and ACTION Vice-President, Kirk Radanovic! Days later, when it came time for voting, Shaub voted for Dick as Chairman but Dick Shellenberger did NOT vote for Shaub as Vice-Chairman saying that Pete has to “earn it”. Shaub for his part, is upset that Shellenberger has gone back on his word in not supporting him.
Molly? She has been left in the cold.
