So what does a Judge do when he knows the jig is up and he will lose his job? If you are District Justice Dick Musser, you commit a hit and run and then try to run down 5thEstate.com's editor, Ron Harper Jr.!
In any case, it doesn't look good for Musser. The Pennsylvania State Constitution makes it very clear that a district justice MUST live in his district.

Article V, Section 12 (a) " Other judges and justices of the peace, for a period of one year preceding their election or appointment and during their continuance in office, shall reside within their respective districts…"
Richard W. Musser represents the 2nd and 6th Wards of Lancaster City as pictured. According to his voter registration, Musser fraudulently claims to live at 315 N. Lime Street, Apartment 3! Using this address, Musser, in violation of Pennsylvania Voter Election Code, voted in all the primaries and general election. We interviewed 6 out of the 8 residents of 315 N. Lime Street and not one person ever saw him there nor could recall him living there!

Lies About Address

So who actually lives in Apartment 3 where Musser claims to live? A knock on the door and a look at the mailboxes revealed that Juan Silvia and Maribel Gonzalez live there and have for over 8 months!
Editor Note: "After publishing this story 5thEstate.com found out that District Justice Musser was using a court employee's home address as his own!" So how does Musser manage to get away with lying about his residency? Musser uses a PO Box to receive his mail! In documents obtained from the Administrative Office of Pennsylvania Courts, Musser lists his mailing address as PO Box 662. By using a PO Box as a mailing address, Musser can continue to lie about his street address, but still receive his mail. What about his phone number? Musser gave his cell phone number (we blacked it out)!

So is District Justice Richard W. Musser living somewhere else in the 2nd and 6th Ward in the City of Lancaster? 5thestate.com's investigation and exclusive surveillance video reveal that Mr. Musser doesn't live in the city at all. In fact, he lives in - MANHEIM TOWNSHIP!

Deed is Done
Before we examine where he does live, we first tracked down just how long Musser has been living away from his city district. According to records found in the Lancaster County Register of Wills office, Musser married for the second time on December 27, 2003. A few weeks later, on January 12, 2004, Musser and his new bride signed for a brand-new, $178,915 semi-detached home located at 608 Chatham Way - Manheim Township. (Musser's only property in Lancaster County!)
A few days later on January 16, 2004, a mortgage was filed in the Lancaster County Recorder of Deeds office for $143,132. Here's the problem for Musser: according to the official documents, Musser agreed that 608 Chatham Way was to be his principal residence for at least one year!

So what about Musser's new bride? According to Lancaster County Voter Registration, Theresa is registered to vote at their 608 Chatham Way address. But the proof is in the pictures. The paper trail easily convicts Musser of violating the constitution and various state laws, but is Musser actually living @ 608 Chatham Way? Our month-long investigation confirmed the incriminating paperwork. If a picture is worth a thousand words, then we have a few thousands words that should lead to the beginning of the end of Musser's DJ career.

Here, 5thEstate.com has exclusive surveillance that shows Musser coming out of his house, getting his recycling bin and starting his morning @ 608 Chatham Way - Manheim Township!

Hit & Run and Reckless Endangerment!
The big story is how Judge Musser reacted when 5thEstate.com asked what was up! For a week or so, Musser had been parking 1/2 block away from his house even though he has a driveway and a garage. (even when there were spaces closer, Musser parked down the street away from his house). We guess that someone had tipped Musser off to our month plus long investigation.
5thEstate.com's editor Ron Harper, Jr. came with a credible witness - it's good he did! Musser acted like a common criminal and tore off in his car!
Musser was waiting in his car for several minutes when he saw 5thEstate.com's witness parking behind him. Musser than started his car and backed an entire space INTO the witness's car and then spun the tires as he took off going directly toward the 5thEstate.com editor! Harper scrambled to avoid the fleeing DJ who looked directly at Harper. The scary part? Musser had no expression on his face as he drove within a foot of Harper!
So how many people has Judge Musser sent to jail? How would he sentence someone who fled after a hit & run and tried to run someone over? And this on top of perpetrating a fraud on his electorate.
