Heidi Wheaton's memo to other township supervisor reveals only PART of the problems facing East Hempfield. Amazingly, Chairperson Susan Bernhardt chided Wheaton for NOT telling her about the her suggestion for forensic accounting before the meeting. (apparently Bernhardt either didn't read Wheaton's memo or she is lying about it. )
What came out of the meeting last night?
Several thousand dollars were stolen from the golf course 6 years ago without any prosecution or investigation! (Management apparently did nothing to fix the situation!)
Accounting at the golf course is so bad that the recent theft(s) on the golf course couldn't be prosecuted because the District Attorney couldn't prove the case!
The township has not had an auditing firm since sometime in 2004!
The township audit for 2004 was NOT done
The elected auditors turned in an "audit form" to the state without ever meeting!
The elected auditors just signed the filled-in form without any knowledge of the accounts!
The elected auditors NEVER met to review and go over the numbers before signing it!
This form, turned into the state, had the "township seal" as opposed to being notarized as required by law.
The finance director AND the bookkeeper left the SAME day!
