Headline on letter reveals wishful thinking? Or does it represent a threat?

Today's Intell "Letter to the editor" included one from the articulate Victor Capecce who was suggesting that Commissioner Dick Shellenberger's decision to not run would bring a certain amount of peace to the weekly Commissioner's meeting.

Despite the letter CLEARLY referring to not running, the Intell Editors headlined the letter "Resignation should soften media attacks"! Did Lancaster Newspapers use this letter to signal that the only way they will back off the attacks on Shellenberger is by him resigning? Or was the Freudian slip revealing what was going on inside their head? Either way, Lancaster's print-news-monopoly owes its readers an explanation for the outrageous mistake!
